Cooperative Ministry, not USC, to operate city's winter shelter

Last month, I wrote about how Columbia was outsourcing its winter homeless shelter operations to USC, who would partner with the Cooperative Ministry to provide services.

Now, it appears those roles have reversed. The Cooperative Ministry will operate the shelter and will partner with USC, who will provide case management services.

The reasons for the change are unclear. The city and the Cooperative Ministry held a news conference today, but I’m tied up working on a story for Sunday and wasn’t able to go. I hope to write more in-depth about this later.
