Because of that, the Rosewood Community Council thought traffic was too fast for all of the children playing on t-ball and soccer fields.</p>
<p>The speed limit is 30 mph. City officials conducted a traffic count and found that 85 percent of the traffic averaged between 35 mph and 43 mph. City officials recommended installing three speed bumps (for a better look at the picture, <a href="http://docs.google.com/Doc?docid=0Aa9qwpqyonlKZGQ3bm1yemtfMjlybWNoc2pmbg&amp;hl=en" target="_blank">click here</a>). City Council members were supposed to vote on it Wednesday, but they delayed the vote after Councilman <a href="http://blogs.thestateonline.net/metrodesk/tag/daniel-rickenmann/" target="_blank">Daniel Rickenmann</a> was concerned that the speed bumps would drive truck traffic through neighborhoods.</p>
<p>It&#8217;s the second time the city has had plans thwarted for speed bumps. City officials wanted to put some speed bumps on <a href="http://maps.google.com/maps?f=q&amp;source=s_q&amp;hl=en&amp;geocode=&amp;q=columbia+college+drive,+columbia,+sc&amp;sll=33.974702,-80.995953&amp;sspn=0.011086,0.01929&amp;ie=UTF8&amp;hq=&amp;hnear=Columbia+College+Dr,+Columbia,+Richland,+South+Carolina+29203&amp;z=15" target="_blank">Columbia College Drive</a>, but were denied by the state Department of Transportation because they said the traffic volume was too high.</p>

<p>The Columbia planning commission on Monday passed a set of community protection ordinances for the <a href="http://metrodesk.thestateonline.com/?p=1222" target="_blank">Rosewood neighborhood</a> by a 6-3 vote.</p>
<p>The temporary measures would make it more difficult for developers to tear down old homes or to radically subdivide lots. It would also make it more difficult for developers to build &#8220;McMansions&#8221; â€” large homes that are out of proportion with their lots or the other houses around them.</p>
<p>City Council will take up the protection ordinance in July 15. The temporary measures would be in effect for two years.</p>
